The Town Council met this day in regular session at 7:00 p.m. in Sundance Council Chambers with Mayor Paul Brooks presiding. Roll call was taken by Mayor Paul Brooks with Council Members, Randy Stevenson, Callie Hilty, Brad Marchant, and Joe Wilson excused absent.

Land Use and Planning did not have any building permits to discuss at the November 25, 2024 meeting.
Andrea Wood – Old Stoney
Mayor Brooks brought up the discussion of the Crook County Museum District wanting to give Old Stoney to the City of Sundance. Discussion was made among Council Members and more information is needed.
Proclamation-Wyoming Mason Day on December 15, 2024 in Honor of their 150th Anniversary
COUNCIL MEMBER MARCHANT MOVED, COUNCIL MEMBER HILTY SECONDED a motion to approve Proclamation to make December 15, 2024 Wyoming Masons Day. All Ayes, MOTION CARRIED.
Resolution 10, 2024 – Sundance VFD for $20,000 Wyoming State Forestry Grant
COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion to allow the Mayor to sign Resolution 10, 2024 for the Fire Department’s State Forestry Grant. All Ayes, MOTION CARRIED.
Resolution 11, 2024 – Sundance VFD for $232,219 FEMA AFG Grant
COUNCIL MEMBER MARCHANT MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion to approve Resolution 11, 2024 in support of Sundance Volunteer Fire Department for application for the grant funding from the Federal Emergency Management Agency. All Ayes, MOTION CARRIED.
Utility Management Bill Write-off

Blakeman Propane Pre-Buy
COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion to allow the Mayor to sign the 2024/2025 Prebuy with Blakeman Propane. All Ayes, MOTION CARRIED.
Tony Barton said that he would be heading up Winterfest again. He would like the blessing of the council to shut down the street and haul in snow, if needed. Winterfest is scheduled for Saturday, February 15th. They do have a back-up plan to use the fairgrounds again. Questions on housing horses will need to go to the Fairgrounds.
REPORTS
Gari Gill, Fire Chief, brought his replacement Curt Williamson to the meeting. Mr. Gill reported that he attended the OSHA webinar. Part of the mandate money can be used for physicals. They have been working with a local nutritionist/trainer to work on physicals. Working on the Volunteer Firefighters Assistant grant and the Assistance to Firefighters grant is ready to give to Theresa to enter and submit. Need to replace their airbags down the road.
Mac Erickson, Public Works Director, reported that the Ryan Street Project is finished. 3rd Street Waterline project is coming along. Received preliminary drawings on South 21st Street. Hired Mike Hooper for the landfill. The new pickup is here and getting set up to use. The ambulance barn is on their own propane and they have their own door now.
Mark Hughes, City Attorney, reviewed the revised AIA Stateline No. 7 contract. Needed to make sure that the arbitration clause was taken out of it.
Ryan Christianson, Trihydro, reported that the landfill monitoring is ongoing. Stated that the 3rd Street Waterline Project did a test bore and will look at directional drilling to deal with the high-water table. They are coordinating with EA.
Theresa Curren, Clerk Treasurer, reported that the 1% Specific Purpose Tax did not pass the ballot in November. We will look at getting it back on the ballot in two years. The 1% Specific Purpose Tax is important because we use the money for grant matches, paying loans for water/sewer projects. No funds will be available for any other projects that are not in the budget. We may need to use the rest of our saved 1% Specific Purpose funds towards the 3rd Street Waterline Project, unless we are approved for the Mineral Royalty Grant in February by SLIB. Emailed Nate Holst, Wyoming Game and Fish, about the Chapter 56 permit. Working with Carl Brown to get him the last of the information he needs for the rate study.
