PUBLIC NOTICE

The Wyoming Public Service Commission (Commission) hereby gives notice of the Application of Powder River Energy Corporation (PRECorp) for authority to increase its Heat Rate Tariff credit from $0.037620 to $0.039260 per kilowatt-hour (kWh).

1. PRECorp is a non-profit cooperative electric utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(C) and 37-2-112. PRECorp is a member of the Members 1st Power Cooperative which is a member of Basin Electric Power Cooperative (Basin) through which PRECorp purchases all power requirements. PRECorp is authorized to generate, manufacture, purchase, acquire, transmit, and dispose of electric energy in its service territory.

2. On November 1, 2024, PRECorp filed an Application requesting authority to increase its Heat Rate Tariff credit from $0.037620 to $0.039260 per kWh to reflect the anticipated avoided wholesale cost rate effective upon the Federal Energy Regulatory Commission’s approval of Basin’s electric rate change; the rate in which PRECorp’s total avoided wholesale costs are based. The Heat Rate Tariff is an optional rate for qualifying customers with permanent electric resistance heat and/or electric heat pump space heating systems. As the approval date of Basin’s rate is unknown and may not reflect the anticipated amounts, PRECorp requests approval subject to refund or adjustment, effective for usage on and after January 1, 2025.

4. Anyone desiring to file a statement, intervention petition, protest, or request for hearing must file with the Commission in writing, on or before December 13, 2024. A proposed intervention or request for hearing shall set forth the grounds, as well as the position and interest of the petitioner in this proceeding.
