The Town Council met this day in regular session at 7:00 p.m. in Sundance Council Chambers. City Clerk Theresa Curren brought the meeting to order and asked for nominations for Mayor Pro Tem.
COUNCIL MEMBER STEVENSON MOVED, COUNCIL MEMBER HILTY SECONDED a motion to nominate Council Person Joe Wilson as Mayor Pro Tem. All Ayes, MOTION CARRIED.

1% SPOT Tax – City Projects
COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion that the City of Sundance is in support of the 1% SPOT tax to use for street improvement, sewer, water and lagoon upgrades, including design and engineering, and other infrastructure improvements, and for early retirement of debt incurred for pervious street, water and sewer projects. All Ayes, MOTION CARRIED.
Ordinance 2, 20204 – 2024/2025 Budget First Reading
COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion to approve Ordinance 2, 2024 for Budget 2024/2025 First Reading. All Ayes, MOTION CARRIED.
Trevor Keyworth requested a variance on the shop that he would like to build.
Heath Waddell spoke on his behalf for hooking up to city sewer. He feels that the cost will be prohibitive after working with the city engineer, Trihydro. Will be asking for a variance to reinstall his holding tank. The council requested that DEQ be involved and before the council decides anything, need approval from DEQ.
Anthony Vopat, EMS Coordinator, discussed the lease agreement of the ambulance bay. Mark Hughes, City Attorney sent the lease agreement to Kara Ellsbury, attorney for CCMSD. A north walkthrough door is being requested by the council instead of using the overhead door to access the bay along with a separate propane tank for the ambulance bay.
REPORTS
Trevor Keyworth, Land Use and Planning, reported on looking at new zoning rules for green space in subdivisions, wind turbines and solar energy.
Ryan Christiansen, Engineer, reported about the 3rd Street and Cleveland Project and we should have some designs to look at in the middle of May. Waddell sewer ready to be submitted to DEQ.
Economic Development – Theresa Curren, Clerk, reported that the board is still working on the Grant Agreement for the $100,000 that they received for Safe Streets for All Grant.
City Attorney Mark Hughes reported on the changes he made to the Lease Agreement with CCMSD for the ambulance bay. He sent the changes to Kara Ellsbury, attorney for CCMSD, to review. Mr. Hughes reported on the changes that were made the Agreement for Water Service Outside the city Limits and Covenant for Annexation.
Clerk Treasurer, Theresa Curren, reported the start of the election process by sending officer positions that are up for re-election to the Crook County Clerk’s office for the Primary election. Received FINAL audit from Paul Stille. Reviewed and made a few changes to the Deputy Clerk Treasurer job description. Will be advertising for Helen’s position until April 15th.
