Trihydro Update
City Engineer Ryan Christenson reported that they are at 60% design for 3rd Street project. Mr. Christensen was in Sundance for a site visit on December 7th to look at 3rd Street Project, 3rd Street culvert replacement and runoff on north 21st Street. Will continue to work with Mac on ideas. 21st Street will not be an easy fix.
Land Use and Planning – Variance for Adventures 307 LLC (Coder) Corner Lot
Jason Coder brought in a site plan and explained that he wants to use split rails for an OK Corral look.
COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion to grant Coders a variance for one year to use lot that used to be Higbee's for ATV sales and whatever else. OPPOSED BY COUNCIL MEMBER MARCHANT AND COUNCIL MEMBER HILTY. MAYOR BROOKS VOTED FOR MOTION, MOTION CARRIED.
Deer Update
Rusty Speidel reported on the deer culling. He doesn't have Shad Schloredt's numbers but he is guessing that they have killed 25-30 deer. The Chapter 56 Permit from Wyoming Game and Fish Department expired 12/31/2023.

Winterfest – February 17, 2024 – Tony Barton
Tony Barton is overseeing the Winterfest again this year and reported that if there isn't enough snow in downtown Sundance, the Crook County Fairgrounds is a back up. Alcohol permits, dumpsters, portapotties and speakers were discussed. Wrist bands will be sold again this year for alcohol.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER WILSON SECONDED a motion to allow Theresa to advertise the pasture bids for parcels 1, 2 and 3 for another year. All Ayes, MOTION CARRIED.
REPORTS
Deputy Sheriff Dan Bush and Deputy Sheriff Brandon Morton reported 101 calls for the month.
Public Works Director, Mac Erickson reported that the City Hall is currently getting the roof replaced. They have all the survey data collected for the 3rd Street project. He is also looking at doing another paving project this summer.
Fire Chief Gari Gill reported that the total fire calls from 2023 were only half of what 2022 was. Biggest runs were with Life Flight assists of 37. Received the VFA grant and will be purchasing hose, Ipads and gas detection meters. Have a cadet that will be 18 in July that will be taking classes along with EMT class. Hoping to make the ISO rating better.
Economic Development member Jeremy Holt reported that they received the Governor's match of $25,000 for the SS4A grant.
Clerk Treasurer, Theresa Curren, reported that she is working on a Black Hills Energy Franchise Agreement, updating Emergency Handbook, Codification and variance and zone change applications. Paul Stilles of Leo Riley and Company will be giving their audit report in February. SLIB was able to reduce our SW Tank Project Loan interest rate from 2.5% to 1.5%.
City Attorney Mark Hughes asked if the Council would like to keep the wording of Petition for Annexation in the Agreement to Extend Water Service Outside City Limits because it hasn't been done in the past.
