Residents of the Beulah area are coming together to create a service and improvement district that will broadly include the Beulah Land Estates and Redwater Estates subdivisions and a couple of additional properties.
The main purpose of the district, according to County Clerk Melissa Jones, is to properly govern the shared well through which these residents obtain water for their homes.
The shared well is owned by the homeowners’ association, said Jones, “But there has been controversy on who owns it, so they want to form a district so that the district can be in charge of it.”
The water system will be acquired by the district from the homeowners’ association and operated by a contractor employed by the district.
The petitioners have chosen to form a special district instead of simply a water district because, said Jones, “That way, if there are other things they need to address later, they can.”
The petition has been reviewed by the Wyoming Department of Revenue and approved on the basis that it does not create any gaps, overlaps or conflicts with districts of like service. The Crook County Assessor’s Office came to a similar conclusion, while Jones verified that the petition complies with the rules, having been signed by 32 of 38 parcel owners, which calculates to 84% owning 93% of the assessed land.
The county commissioners have accepted the petition to organize the Beulah Improvement and Service District and a public hearing will take place on February 7 at 2 p.m.
