Bob moved to approve the minutes from September 5, 6 & 15, 2023. Kelly seconded, all ayes, motion carried.
Kelly moved to approve the BOE minutes from September 15 & October 2, 2023. Bob seconded, all ayes, motion carried.
Bob moved to approve the following resolution:
RESOLUTION NO. 2023-18
FISCAL YEAR 2024 BUDGET AMENDMENT
WHEREAS Crook County adopted the Fiscal Year 2024 Budget in accordance with the Wyoming Uniform Fiscal Procedures Act; and
WHEREAS the Board of Crook County Commissioners wishes to amend the adopted budget in accordance with the same Act; and
WHEREAS, no protests were received regarding such transfer.
NOW, THEREFORE, BE IT RESOLVED that the following budget amendments are made.
• $40,040.00 to Facilities Salary – from Unanticipated Revenues

Kelly moved for the Chairman to sign over vehicle titles on vehicles to be sold at the County auction on October 10, 2023. Morgan will provide the Clerk’s office with names of purchasers prior to the titles being released. Bob seconded all ayes motion carried.

Dan Thomas, County Assessor, Julie Altaffer, Clerk of District Court, Tammy Jundt, County Treasurer, Jeff Hodge, County Sheriff and Joseph Baron, County Attorney, were present to go over items of interest within their departments.
Melissa Jones, County Clerk: recorded 500 documents and made 326 titles, reviewed/commented on the FRTA plat for the Sand Creek Road, reviewed/commented on the CCLUP&Z Bylaws and Crook County Minor Subdivision Regulations, reviewed a special district petition and sent it on to the Assessor and DOR for review/comments and advised on another upcoming petition, completed the Clerk’s portion of the annual statement of receipts and expenditures, attended the department head meeting, all staff attended the active shooter training, Aimee and I attended a Teams meeting with WEBT, sat in on a phone conference with Alex & Matt Weatherly on the salary study, attended the Public Officer Training and WACO meetings.
Jeff Hodge, County Sheriff: Presented the jail stats, attended WACO, held the Active Shooter Training for the courthouse employees, it went well, will try to plan to hold a training yearly, working on radios, test pages with EMS with Alva tower, dealing with legislative items, hired 2 deputies, advertising for 1 dispatcher.
Joseph M. Baron, County Attorney: Juvenile Cases: 25 cases involving minors in Juvenile Court or Diversion Criminal Cases in the past month: New Cases: 53 Closed Cases: 33 Current Case Load: 128 In Court: 74. Reviewed IT Contract with KLH. Advised County Officers, represented County Assessor before CBOE and ownership issues. Advise on the enforcement of Septic System rules and state regulation and law violations. Advise various law enforcement agencies. Reviewed subdivision applications. Reviewed Zoning study contract. Completed work on Budget Item 160 budget for statewide County Attorney reimbursement from the state. Continued work on the Forest Service to discuss changes made to the FRTA Easements. Attend WACO in Casper for civil and criminal law education; and attend the legislatively required Public Officer Training concerning accountability for the expenditure and protection of public funds. Staff had active shooter training. We reviewed what we learned from the drill to improve our safety plan.
Dan Thomas, County Assessor: We are processing 56 deeds of transfer of ownership from last month. Which is 200 fewer than last year at this time. Our field crew is getting the new construction reviews completed. The CBOE deliberated about the 2023 appeal hearings. We were in attendance for the active shooter training. I attended the Department Heads’ meeting last month where we discussed active shooter training and how to fine tune our office policies on that topic. I attended WACO where I completed the required elected official training. At WACO I was nominated and elected by my peers to be the 2nd Vice President of our Assessor’s Association.
Tammy Jundt, County Treasurer: Total receipts were $1,440,913.41 and disbursements to the county, county boards, towns and schools were $2,836,600.41. In September we did 2,847 transactions. Ed Robinson came to our office and did a quick go over of the emergency handbook. The whole office attended the active shooter training. Participated in the E-recycling program. Worked on the tax rollover, balanced, printed and mailed the property tax invoices. Worked on the County Treasurer’s Abstract and submitted it to the Wyoming Department of Audit. Attended the WACO meeting in Casper last week, which included the required public officer training and discussed the new legislation being proposed with the county treasurers. I completed the Predatory Animal receipts and disbursement report. We had our tax sale - we had 6 parcels with 15 participants.
Julie Altaffer, Clerk of the District Court: Total Receipts: $6,877.62 with $2,522.50 to the County 4 new case filings 47 record searches 5 new passports and assisted 5 customers with renewal passports/photos 2 civil appeals in process I conducted many interviews and hired a new Chief Deputy, Amy Porter, who started working on September 18th. She is already certified as a passport acceptance agent, and she is starting to learn other processes within the Court. I completed an online team meeting for FCE and E-Filing. We both participated in the Active Shooter Training put on by the Sheriff’s Office, which was a very good training. I listened in via teams to the WACO meeting in Casper last week and I attended the Department Heads Meeting. I got married on Saturday and will be leaving at noon this Friday for my honeymoon. I will be out of the office for a total of 4.5 days and Tina Wood will be covering my office in my absence and working with Amy.
County Commissioners: Kelly: Conversations with different employees and constituents, attended BOE hearings, Land Use Planning meeting, Moorcroft City Council meeting and did an inspection of the haul road. Bob: Attended Fair Board meetings, WACO, Public Officer Training and Moorcroft City Council meeting, took calls on roads and cattleguard, had conversations with Morgan on such. Fred: had conversations with Larry, Morgan & Dru, attended WACO, Public Officer Training, Health Safety Committee meeting and Moorcroft City Council meeting.

Mike Frolander, County Coroner was present via conference call, to discuss the idea from WCCA on a statewide, regional medical examiner.
Present for opening of the propane bids were Larry Schommer and Morgan Ellsbury. Only one bid was received, after discussion, Bob moved to approve the proposal from Blakeman Propane. Kelly seconded, all ayes, motion carried.
Dan Thomas, County Assessor, presented the following tax roll corrections & cancelations: R0001317, R0002156, R0002157, R0002158, R0002159, R0002160, P0011035, C203180100 & C942818010025. Bob moved to approve the corrections & cancelations as presented. Kelly seconded, all ayes, motion carried.
Larry Schommer, Facilities Maintenance Supervisor, gave a monthly report.

Jayna Watson, AICP RLA, County planning consultant, was present to present the Board with a questionnaire on county zoning.
Bob moved to go into executive session at 1:54 o’clock p.m. per W.S. 16-4-405(a)(ix). Kelly seconded, all ayes, motion carried.

Tim Lyons, Planning Director gave a monthly report.
Morgan Ellsbury, Chairman, CCLUP&ZC, discussed the proposed Amended Crook County Minor Subdivision Regulations and the proposed Amended By-Laws for the Crook County Land Use Planning and Zoning Commission. A hearing date has been set for December 5, 2023, at 2:00 o’clock p.m.
Jim Geis was present to discuss land application of sewage.
Ogden Driskill was present to discuss fireworks at Devils Tower.

Josh Jundt, Resident Engineer, Wyoming Department of Transportation (WYDOT), gave an update on bridge and road projects.
Morgan Ellsbury, Road & Bridge Superintendent and Larry Schommer, Facilities Maintenance Supervisor continued their monthly reports.
Joe Wilson, Sundance City Council, was present to discuss a solid waste district. Also present were Sarah Pridgeon, Jeremy Holt, Chip Neiman, Larry Schommer, Heidi Humpal, Jeff Hodge, Morgan Ellsbury, Karla Brandenburg, Dan Blakeman, Roger Connett, Herb Denzin, Daniel Strande, Steve Dumond, Dan Thomas, Kim Pfeifle, Charlie Gulley, Jessica Halverson, Doug Leis and Joe Baron.
The following people addressed the board: Joe Wilson, Karla Brandenburg, Doug Leis, Daniel Strande, Dan Blakeman, Roger Connett and Chip Neiman.

Doug Leis, Deputy Fire Warden and Ed Robinson, Homeland Security County Coordinator gave their monthly reports.
Melissa Jones, County Clerk, discussed with the Board funding she received from the State in accordance with W.S. 22-14-114. It was determined a training line will be created in the election’s budget to track these funds as any not spent by December 2024 will need to be returned to the state.

Present for the monthly KLH update via Teams, was Tom Overstreet, also present were Joe Baron, Troy Bifulco, Dan Thomas, Tim Lyons, Teresa Lang, Tammy Jundt, Julie Altaffer and Jeff Hodge.
Bob moved for the Chairman to sign a letter to BLM in response to Draft RMP for the Rock Springs RMP Revision. Kelly seconded, all ayes, motion carried.
