The Town Council met this day in regular session at 7:00 p.m. with Mayor Paul Brooks presiding.

Roll call was taken by Mayor Paul Brooks with Council Members Joe Wilson, Callie Hilty and Brad Marchant present. Council Member Randy Stevenson was excused.

COUNCIL MEMBER MARCHANT MOVED, COUNCIL MEMBER HILTY SECONDED a motion to allow Theresa to pull out the lowest face value CD to pay off the Sundance Kids Daycare loan and using the remainder to lower the loan with the 4.13% interest. All Ayes, MOTION CARRIED.

COUNCIL MEMBER MARCHANT MOVED, COUNCIL MEMBER WILSON SECONDED a motion to pass Ordinance 1, 2023 Budget 2023/2024 on its second reading. All Ayes, MOTION CARRIED.

COUNCIL MEMBER MARCHANT MOVED, COUNCIL MEMBER WILSON SECONDED a motion to approve the April 24, 2023 Land Use Committee Meeting minutes except for H. Heath Waddell application to pull for discussion. All Ayes. MOTION CARRIED.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER WILSON SECONDED a motion to get the building location for H. Heath Waddell application marked on the sight and have the council look at it. After it is looked at and the council agrees per email, the mayor will sign the building permit. All Ayes. MOTION CARRIED.

COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER HILTY SECONDED a motion for Kenny Rathbun to work with Karla on Ron Anhorn’s possibility of hooking up to city water. All Ayes. MOTION CARRIED.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER MARCHANT SECONDED a motion for the Mayor to sign the contract with the Sheriff’s office and the city after Mark Hughes and Joe Baron delete the wording on Joint Employee. All Ayes. MOTION CARRIED.

7:15pm 3rd Street Culvert/Bridge Replacement Public Hearing

Mark Hughes, Member of the Wyoming Highway Commission and Sundance City Resident, travels route all the time. Wholly recommends getting grant.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER WILSON SECONDED a motion to approve to pay $4,000 to help the Sundance Kids Children’s Center with their heating bill. All Ayes, MOTION CARRIED.

COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER MARCHANT SECONDED a motion for Theresa and Mark to work together to revamp the Sundance Kids Children’s Center Contract. All Ayes, MOTION CARRIED.

COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER MARCHANT SECONDED a motion for the Mayor to sign the contract between City of Sundance and CW Waste. All Ayes. MOTION CARRIED.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER MARCHANT SECONDED a motion to approve the 24 hour Beverage Permit for the Turf Bar for the Duck’s Unlimited Banquet at the Fairgrounds. All Ayes, MOTION CARRIED.

COUNCIL MEMBER MARCHANT MOVED, COUNCIL MEMBER HILTY SECONDED a motion to allow the Mayor to sign the ESRI Municipal 3-year Agreement. All Ayes, MOTION CARRIED.

Department Head Reports:

Tryhidro working on scope and fee estimate on the 3rd Street/Cleveland water project. Updated the zoning map. Updating the GIS system to reflect the recent water lines that have taken place. Looking into the aerators at the lagoon.

Sheriff Jeff Hodge reported 97 calls in Sundance for April 1-27, 2023.

Mac Erickson, Public Works Director, everything is going good.

Fire Chief Gari Gill reported being at the Daycare six times testing for gas the past month. The smell barely shows on the reader. 5 life flights calls over last month and a couple vehicle accidents. Benefit brought in 184 people and a little over $18,000. Will be trying for another City/Town Capital Improvement Grant through SLIB for the requested addition to the Fire Hall. Will be helping the Emergency Management at the school. Would like to sell the Tahoe and the F250 and request getting another vehicle for travel.

COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER HILTY SECONDED a motion to allow Fire Chief Gari Gill to get a used vehicle around $20,000-$25,000. COUNCIL MEMBER HILTY made a friendly amendment to the motion contingent on City Attorney Mark Hughes’ approval after checking statutes. All Ayes, MOTION CARRIED.

Jeremy Holt from the Economic Development Board reported that they are looking to meet with Ms. Taylor about the grants available. Have met with Kathy Lenz for help as well.

Clerk-Treasurer Theresa Curren reported that summer recreation and swimming lessons sign ups have started. Pool is going to open June 2nd. Senate File 0013 has added an entertainment portion to the Bar & Grill Liquor Licenses. Sundance currently has two licenses, but July 1, 2023, this number will increase to 4 and 07/01/2028, it will increase again by 2 so that Sundance will have 6 Bar & Grill Liquor licenses. Theresa will eblast the rest of the state to get their recommendation on the definition of entertainment.

Councilman Joe Wilson reported on legislation for public officers that make decisions on public funds, need education. It is a nonfunded state mandate. WAM has a course that can be used for certification. Joe is hoping to get education set up for the regional meeting.
