The Town Council met this day in regular session at 7:00 p.m. with Mayor Paul Brooks presiding.
Roll call was taken by Mayor Paul Brooks with Council Members Joe Wilson, Callie Hilty and Randy Stevenson present. Council Member Brad Marchant was excused.

Discussion was made about the horse pasture parcel 4. Council let it die without a motion.
COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER WILSON SECONDED a motion to approve the Land Use and Planning meeting minutes of March 27, 2023 and the variance for Teri Ahlers building permit for the 6 foot fence. All Ayes, MOTION CARRIED.
COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER HILTY SECONDED a motion to instruct Theresa to put June landfill coupons on the back of the water bills. All Ayes. MOTION CARRIED.
COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER WILSON SECONDED a motion to approve the 24-hour Catering Permit for the Fire Department Chili Feed at the fairgrounds. All Ayes. MOTION CARRIED.
COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion for the Mayor to sign the agreement with the Weston County Children’s Center and pay them in the amount of $2,000. All Ayes. MOTION CARRIED.
COUNCIL MEMBER STEVENSON MOVED, COUNCIL MEMBER HILTY SECONDED a motion for the Mayor to sign the National Library Week Proclamation. All Ayes. MOTION CARRIED.
COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER HILTY SECONDED a motion to approve the name of Brian Holt to the Economic Development Board. All Ayes, MOTION CARRIED.
MAYOR BROOKS NOMINATED COUNCIL MEMBER JOE WILSON AND RANDY STEVENSON as voting members for WAM Summer Convention in Cody on June 8, 2023. COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion to approve COUNCIL MEMBER JOE WILSON AND COUNCIL MEMBER STEVENSON as voting members for WAM Summer Convention. All Ayes, including Mayor Brooks, MOTION CARRIED.
COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion to approve Resolution 8, 2023 regarding Budget Amendment. All Ayes. MOTION CARRIED.
COUNCIL MEMBER STEVENSON MOVED, COUNCIL MEMBER HILTY SECONDED a motion to table Resolution 9, 2023 regarding PEAKS Investment for 30 days. All Ayes, MOTION CARRIED.
COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion to pass Ordinance 1, 2023 on its first reading. All Ayes, MOTION CARRIED.
COUNCIL MEMBER STEVENSON MOVED, COUNCIL MEMBER WILSON SECONDED a motion to appoint Gari Gill as Fire Chief for a two year term. All Ayes, MOTION CARRIED.
COUNCIL MEMBER STEVENSON MOVED, COUNCIL MEMBER WILSON SECONDED a motion to approve the write-offs as provided by the staff. All Ayes, MOTION CARRIED.
Public Hearing opened 7:15pm for Liquor License Renewals. No comments were heard. Closed 7:22pm.
COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion to allow the Mayor to sign the liquor license renewals. All Ayes, MOTION CARRIED.

Department Head Reports:
Karla Greaser, Trihydro, reported that she is working on the 3rd Street and Cleveland project and working on GIS mapping to update zoning.
Mac Erickson, Public Works Director, reported that two projects are at SLIB for approval, Ryan Street between 5th and 6th Streets and the Capital Improvement Plan. There are 67 applications totaling $142 million and only $40 million available. SLIB meeting is on April 7, 2023. The pitless is ruined in water well 3B. The entire well needs pulled. The City Hall roof needs replaced due to leaking from hail damage. At the same time that the roof will be replaced, the air conditioning will be done. Did more research on the Government Valley water hookup and need more time on the water agreement. Don’t know if it is physically possible to get water to the house.
Sheriff Deputy Troy Skeens reported on the swatting calls, which are computer generated messages saying there is an active shooter. All Crook County schools were locked down until law enforcement could check the schools out. 130 calls for March 2023.
Kurt Williamson reported on the Fire Department. Fire Chief Gari Gill was reelected as Fire Chief. Gari is working with Beth from SLIB for funding on the addition to the fire hall. Chili Feed benefit is April 29, 2023 at 5pm.
Kurt Williamson reported for the Economic Development Board. The board is really working on funding for housing. Kathy Lenz met with the board last meeting. Brian Holt is the newest board member.
Mark Hughes, City Attorney, reported that he spoke to Jason and Darlene Coder’s attorney. If the Coders cannot get the old Higbees building torn down, then the city will do it and charge the Coders.
Clerk-Treasurer Theresa Curren reported that she will go to LPA Training on April 12th for the WYDOT TAP grant for the 3rd Street Culvert and the WAM Spring Institute April 13th and 14th. Will also be attending the Grant Writing Class in Gillette on April 20th and 21st. Working on the budget to get first reading done and waiting on the WAM budget/revenue estimates for the coming fiscal year.
