After discussion, Jeanne moved to approve the following resolution:

RESOLUTION NO. 2022-26

A RESOLUTION ESTABLISHING USUAL BUSINESS HOURS

WHEREAS, per Wyoming Statute 18-3-103(b), county officers shall keep their offices open during the usual business hours of each day excluding Saturday, Sunday, legal holidays and other days established by the County Commissioners in the Crook County Handbook, Section VII and Section XII.

THEREFOR BE IT RESOLVED by the Board of County Commissioners in and for Crook County, Wyoming that the offices in the courthouse shall remain and be open from 8:00 A.M. to 5:00 P.M Monday through Friday of each week, except:

1. The offices in the courthouse shall be closed on the following legal holidays and other days:

RESOLUTION NO. 2022-27

FISCAL YEAR 2023 BUDGET AMENDMENT

WHEREAS Crook County adopted the Fiscal Year 2023 Budget in accordance with the Wyoming Uniform Fiscal Procedures Act; and

WHEREAS the Board of Crook County Commissioners wishes to amend the adopted budget in accordance with the same Act; and

WHEREAS, no protests were received regarding such transfer.

NOW, THEREFORE, BE IT RESOLVED that the following budget amendment is made.

• $30,000.00 to the E911 Callworks line-from Unanticipated Revenues.

Jeanne moved to approve a letter to Sundance State Bank to add a card to the Crook County Clerk of District Court account in the name of Julie Altaffer, remove the card in the name of Christina Wood and update the contact information on the account to Julie. Joe Baron, County Attorney, Tammy Jundt, County Treasurer, Jeff Hodge County Sheriff and Tracey Jundt, Deputy County Assessor were present to go over items of interest within their departments.

Melissa Jones, County Clerk: Recorded 572 documents and made 226 titles. General Election went well we are still working on getting all voters voter credit and billing cities and districts for their cost share, Aimee and Michelle will do the post-election audit tomorrow. I attended the Grant Management Workshop in Cheyenne, worked on the Salary Matrix, worked on telephone/internet billings with Range, last week I had 2 groups of Sundance 7th grade Civics students come to the courthouse to learn about elections, and I traveled to Hulett to talk to the Senior Government class about the election process.

Tina Wood, Clerk of District Court: The office implemented the new computer system on November 1st.  It is going very well, and we are adjusting to the change.  We have had a lot of support from the Supreme Court staff.  I attended the Child Support Authority, elected officials and salary committee meetings last month. I will be retiring after 32 years in the office 28 years as the elected Clerk of District Court.   Thank you, Crook County, for your support.  It has been an honor and a pleasure serving you.  

Jeff Hodge, County Sheriff: presented the office duties report, discussed federal regulations in regard to firearms, attended the new Sheriff’s training, working on finalizing the work for the repeater on Warren Peak, got a leadership training scheduled in January.

Tracey Jundt, Deputy County Assessor: In the month of November, we advertised for two new field deputies to fill Nate and Dan’s positions. We got 5 applications from Indeed and 4 others. We interviewed 8 people. Thomas Bush was hired to start December 5, 2022, and we hired Blake Homola to start December 12, 2022. I know that Blake historically shouldn’t start until January 1, 2023, when Theresa Curren is done, and Dan moves into the Assessors position but due to current condition in the office we would like Blake to start on the 12th so I can get him set up and going before the 19th. On December 19th we have arranged for Justin McNamara from the Department of Revenue to come up and spend 3 ½ days training the new hires on field work and entering it in the system to help us out. Dan had a family emergency and at this time I have no idea when Dan will be able to return to work. By my estimate he has 19 days of vacation and sick leave currently. Theresa left on vacation Thursday December 1st and will be back the 19th. Nate was able to train Thomas on some entering data before he was done on the 2nd. I have trained Thomas on phone skills, emailing data to insurance companies and appraisers and he is taking messages for me to return on anything he can’t answer. I have taught him basic things like scanning in information and filing to help me out. Brenda Wagner is currently working in the office and is good back up when I am gone and needed. She only takes messages. I cannot train the field deputies in their area because I have never done it. Until they are temporarily certified Dan will have to be with them in the field and check all their entries. I told Dan that when he is in the office, I can teach him and will handle the rest when he is in the field training. Dan will be going to New Assessor training in January, and we will both be attending the Leadership training Jeff Hodge is putting on. The Department of Revenue will also come up when it is time to set values to help Dan with that. In November there were 119 Deeds filed not including affidavits, decrees, and judgements. That puts us at 899 for the year which is roughly 200 higher than last year currently. There was a bunch of large tract subdivisions filed the last day of November to be done before the deadline for the large new tract subdivision rules took effect. I took and passed my USPAP 7-hour course, Dan and I are both now permanently certified as of January 1st. I have requested that the new hire be approved to start on December 12, 2022, with a tentative budget amendment of $3000.

Joe Baron, County Attorney: Joe Baron: New Cases: 46 Closed Cases: 57 Current Case Load: 51 In Court: 48

times. Deputy: New Cases: 28 Closed Cases: 22 Current Case Load: 45 In Court: 4 times. We also have 26 cases involving minors in Juvenile Court or Diversion. John Starcevich left on November 4 and is handling 1 case in December. Hired two Part-Time Deputy County Attorneys Jeani Stone and DaNece Day for one job share position. I need to change to two part-time positions. Dealt with a few election issues; reviewed and prepared documents on Road 160, and reviewed final documents on Roads 807 and 21; prepared forms with the Planning Department for the Large Acreage Subdivision regulations; reviewed bond forms; reviewed the Opioid Settlements to the County for $22,482.41 and $13,238.15 for 2022; prepared for State Budget Item 160 hearing; reviewed; assisted Clerk with the telephone billing and new 5 year internet agreements with Range for a savings of $1900 per year. Also looked at least 1000 emails.

Tammy Jundt, County Treasurer: Total receipts were $4,002,436.40 and disbursements to the county, county boards, towns and schools were $3,940,489.42. In October we did 3,833 transactions. We have been busy at the counter and received a lot of property tax payments in the mail. As our deadline for the 1st half payment for property tax was November 10th. I had two groups of 7th graders come visit our office. I had one employee quit. I received eight applications, interviewed four and hired one and she will start December 19th. We sent out letters for the sales tax civil fee issue to each taxpayer who overpaid. We have written approximately 20 checks for the 80 letters sent. I attended the Employee Compensation Committee and Department Head meeting. Last year at this time I was working with what Mary had invested which was approximately 1.4 million and we made $120 the month of October. Now I have 3.4 million invested and we made $8500 this October. We had one warrant this year that on the first Monday in December was over a year old. It was cancelled as per statute 18-4-106.

County Commissioners: Jeanne: attended the following meetings: Courthouse Security meeting, Prevention meeting and Special Commissioner meeting; listened in to the Fish & Wildlife webinar regarding listing the Northern Long Eared Bat as Endangered Fred: fielded a few road questions, discussing a parking issue with the Sundance Library. Kelly: Covered some county roads.

Tim Lyons, Planning Administrator gave a monthly report.

Present for the large acreage subdivision exemption hearing were Garry Davis, Tracey Jundt, Deputy County Assessor, Bob Latham, Morgan Ellsbury, chairman, CCLUP&Z, Tim Lyons, Planning Administrator and Joe Baron, County Attorney. Hearing continued to January 3, 2023, at 2:00 pm.

Doug Leis, County Fire Warden gave a monthly report.

Fred moved to approve a Grant Award Agreement Between Wyoming Office of Homeland Security and Crook County for $34,000.00. Jeanne seconded, all ayes, motion carried.
