The Town Council met this day in regular session at 7:00 p.m. with Mayor Paul Brooks presiding.

Roll call was taken by Mayor Brooks with Council Members Joe Wilson, Callie Hilty, Bradley Marchant and Randy Stevenson present.

Approve Minutes of the City Council Regular Meeting of March 1, 2022, as published. Approve Minutes of the City Council Special Meeting of March 28, 2022. Approve the March adjustment report. Approve the March Paid Invoice report. Approve the April Unpaid Invoice Report. MOTION CARRIED (per consent agenda).

City Engineer Karla Greaser updated the council on the Sundance Kid Tank project. Ms. Greaser reported the timeline to complete the SKT project will be in July. Public Works Director Mac Erickson and Clerk Treasurer Kathy Lenz expressed concern with the project running over into next year’s budget. Ms. Greaser also presented a workorder from Trihydro for engineering services for the North Booster Improvement Project.

COUNCIL MEMBER MARCHANT MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion to approve a workorder with Trihydro for professional engineering and permitting services to not exceed $11,836.00 for the North Booster Improvement Project. All ayes, MOTION CARRIED.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER WILSON SECONDED a motion to approve ORDINANCE 1, 2022-AN ORDINANCE AUTHORIZING THE CONTINUATION OF THE 1% EXCISE TAX PURSUANT TO WYOMING STATUTE 39-15-204(a)(I), - SECOND READING. All Ayes, MOTION CARRIED.

Clerk Treasurer Lenz presented the mayor and council with the 2022-2023 proposed budget for their review.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion to approve ORDINANCE 2,2022-AN ORDINANCE APPROPRIATING MONEY FOR THE 12 MONTH PERIOD BEGINNING JULY 1, 2022 AND ENDING JUNE 30, 2023-FIRST READING. All ayes. MOTION CARRIED.

The Turf Bar presented two Catering Permits before the council: Fire Department Chili Dinner-April 30, 2022 and Old Stoney/Todd Kahler-May 7, 2022.

COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER MARCHANT SECONDED a motion to approve the Turf Bar catering permits. All ayes, MOTION CARRIED.

Discussion was held concerning Free Landfill/Transfer Station Coupons that are printed on the back of garbage customers May utility bill. Garbage customers will be allowed to bring items to the transfer station FREE for 1 day only. The coupon is good through the month of June. Large projects need pre-approval, and no commercial dumping of tires will be allowed.

COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER HILTY SECONDED a motion to approve the Free Landfill Coupons. All ayes, MOTION CARRIED.

Clerk Treasurer Lenz reported that the Sundance Chamber of Commerce is planning on hosting movie night several times during the summer at the Sundance Square. They also have plans for vendors to set up around the park and non-profits to sell movie treats out of the concession stand.

COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER HILTY SECONDED a motion to allow Non-Profit Organizations to use the concessions area free of charge. All ayes, MOTION CARRIED.

City Attorney Mark Hughes presented the Mayor and Council with a draft of Ordinance 3, 2022-An Ordinance regulating the drilling of and maintenance of water wells within the city limits. Discussion was held concerning the need for this ordinance.

COUNCIL MEMBER MARCHANT MOVED, COUNCIL MEMBER WILSON SECONDED a motion to approve ORIDNANCE 3, 2022-AN ORDINANCE REGULATING THE DRILLING OF AND MAINTENANCE OF WATER WELLS WITHIN THE SUNDANCE CITY LIMITS, SEVERABILITY AND PROVIDING FOR AN EFFECTIVE DATE-FIRST READING. All ayes, MOTION CARRIED.

COUNCIL MEMBER MARCHANT MOVED, COUNCIL MEMBER STEVENSON SECONDED a motion to appoint Council member Joe Wilson as the official voting delegate at the 2022 WAM Summer Convention and Mayor Paul Brooks as the alternate delegate. All ayes, MOTION CARRIED.

Discussion was held regarding an Official Clean Up Day for the City of Sundance including the creek, pond and street right aways. The schools will be contacted to see if the students would like to participate.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER MARCHANT SECONDED a motion to allow Clerk Treasurer Lenz to work on the details and report at the May council meeting. All ayes, MOTION CARRIED.

COUNCIL MEMBER STEVENSON MOVED, COUNCIL MEMBER WILSON SECONDED a motion to accept the March 28, 2022, land use minutes as presented. All Ayes, MOTION CARRIED.

City Attorney Hughes asked the council for direction on the extension of an easement agreement with Wyatts.
