The Commissioner meeting dates in August will be moved to Monday, August 2nd and Tuesday, August 3rd due to the statutory requirement to pass the Mill Levy on the first Monday in August.
Fred moved to appoint Rebecca Tinsley to the 6th Judicial Child Support Authority Board for a 3-year term. Jeanne seconded, all ayes, motion carried.
Jeanne moved per W.S. 18-3-515 to request that the County Clerk and County Treasurer submit their annual abstracts to the Board no later than September 30, 2021. Fred seconded, all ayes, motion carried.
Jeanne moved to approve two (2) Annual Compensation Agreements with the University of Wyoming for the positions of the Extension Secretary and the 4-H Youth Development position. Fred seconded, all ayes, motion carried.
Fred moved to approve the minutes from June 1, 2, 17, 23 & 24, 2021. Jeanne seconded, all ayes, motion carried.
Jeanne moved to approve a sick leave transfer request, allowing an employee who is leaving to donate a portion of his sick leave to an employee in need and the remainder to go into a sick bank account that will be created in the future. Fred seconded, all ayes, motion carried.

Jeff Hodge, County Sheriff: Working on server issues, will be hiring a new deputy, IT assessment is being worked on, things going well.
Linda Fritz, County Clerk: Office made 403 titles, recorded 530 documents, working on next FY budget, payroll, accounts payable, Commissioner paperwork, working with county insurance company to make sure all property is covered that needs to be.
Mary Kuhl, County Treasurer: (via email) We have mailed out delinquent tax notices, we will be contacting constituents prior to the tax sale which we have scheduled for Sept. 16, 2021. Certificate of Purchases that have past the date of tax deed application we are in the process of clearing up and we have been spending some time on them and still have some work to do with them in the future. Growth & Development has been sending a lot of septic system inspection customers to the Treasurer’s Office for septic fee collections. We have been receiving some audit confirmations and will be replying to requests received for boards, towns, and district audits after we have month end complete and disbursement checks out to the boards, towns, and schools. Brenda has been working on digitizing tax roll records one year at a time, that project has been going well and we will have scan capability set up for her soon.
The Wy County Treasurer’s Association has been working with the DOR and other entities, with the administration of Senate File 60 which affects tax collection for production tax. We have issued several mobile home move sheets in the past month, relocations etc.

Theresa Curren, County Assessor: State Board of Equalization approved Crook County’s Local and State Assessed Valuation for tax year 2021. Next step is the approval of the mill levy by the commissioners in August. Department of Revenue has scheduled their annual audit on August 3rd. Theresa will be attending Wyoming Assessor’s Association meetings the week of July 12th in Lander. Discussed the county creating a Sick Bank.
County Commissioners: Kelly: Responded to multiple fires, attended special Commissioner meetings, checked on county roads. Jeanne: Worked on more Centurylink issues, exploring COVID money for broadband, talked with CCNRD about Wyoming SRF funds. These funds offer 2 loan programs to public entities for water or wastewater infrastructure improvement projects. Attended special Commissioner meetings, worked on fire items, attended the Courthouse security meeting, talked with the Chairman of the hospital board regarding their vacancy on the board, discussed the complaints she has received regarding the lack of reclamation by ONEOK. Fred: Went out on 15 fires, checked on county roads, attended special Commissioner meetings, the participation by volunteers and local businesses to the fires was excellent.

Jeanne moved to approve a Special Improvement District Instruction and Approval Form and Special Improvement District Assessment Request Form for Sundance Canyon Ranch Improvement and Service District and a Special Improvement District Instruction and Approval Form and Special Improvement District Assessment Request Form for Kara Circle and Windy Improvement and Service District. Fred seconded, all ayes, motion carried.
Tim Lyons, Growth and Development Administrator, gave a monthly report.
Theresa Curren, County Assessor, presented the following tax addition, name change and cancellation: 2021-0234, R1001035 an P011282. Jeanne moved to approve the changes submitted. Fred seconded, all yes motion carried.
Board members and employees of the Crook County Natural Resource District were present to thank the Board for their upcoming financial support in the next budget.
Ed Robinson, Homeland Security County Coordinator and Doug Leis, Fire Warden, gave monthly reports.
Bob Latham discussed the current fire zones map with the Board. Jeanne moved to approve a revised fire zone map as presented by Bob, according to the by-laws. Fred seconded, all ayes, motion carried.
Present for the monthly I.T. update were Tom Overstreet, Pro River Technology (via conference call), Jeff Hodge, Joe Baron and Theresa Curren.

Morgan Ellsbury, Road and Bridge Superintendent and Larry Schommer, Facilities Maintenance Foreman, continued their monthly reports.
Present for the budget discussion were Morgan Ellsbury, Larry Schommer, Tim Lyons, Jeff Hodge, Joe Baron, Tina Wood and Jill Mackey.

Fred moved for the County Clerk to prepare a letter to the Elected Officials and Department Heads, on raises within their departments to be due by noon on Monday July 12th and to use the Board’s signature stamps on the letter. Jeanne seconded, all ayes, motion carried.
Notice: The Board of County Commissioners is requesting bids for county property insurance for a one-year term, starting August 15, 2021. All bids must be submitted to the Crook County Commissioners, P.O. Box 37, Sundance, WY, 82729, by or before July 28, 2021, at 2:00 o’clock p.m.
