Rachel Westover and Zachariah Warnock face charges of child endangerment after allegedly admitting to a police officer that they had used methamphetamine in the presence of minor children.
On April 12, a Hulett police officer was contacted by a dispatcher at around 9.10 p.m. in reference to an anonymous call about a possible domestic dispute at a Hulett residence.
The officer was met by Westover, who he reports as speaking in a mumbled voice but at a rapid pace, with eyes that showed signs of crying and a disheveled appearance. The officer reports that Westover stated she wanted Warnock to leave, but confirmed the argument had not been physical.
Westover allegedly informed the officer that Warnock was in the garage, smoking. The officer reports that Warnock had dilated pupils consistent with use of illegal narcotics.
According to the officer’s report, Warnock said he had last used meth two days ago, in the car. Westover gave the same answer on both counts.
Dispatch ran a warrant check for both parties. According to the officer’s report, Westover had a warrant for violation of a court order and a warrant for theft.
Accordingly, the officer informed Westover she would be transported to the Crook County Detention Facility. A Crook County Sheriff’s Office deputy who had arrived on scene handcuffed Warnock and placed him in the patrol unit and both parties were transported to the detention facility.
Both Westover and Warnock face one felony count of endangering children in their care or custody through exposure to meth, carrying a maximum penalty of five years’ incarceration, a $5000 fine or both. Each also faces one misdemeanor count of being under the influence of a controlled substance.
