BOARD of TRUSTEES
CROOK COUNTY SCHOOL DISTRICT #1

CALL TO
ORDER The regular meeting of the Board of Trustees of Crook County School District #1 was held in Sundance, WY, Monday, April 19, 2021, at the hour of 6:00 PM at central office.
ROLL CALL The meeting opened with the following present: Chairman Brian Marchant; Trustees Marlene Edwards, Thayne Gray, Dave Jagemann, Ken Rathbun, Heith Waddell, Chase Williams, and Shane Wolf. Trustee absent: Rick Gill. Administrators present – Mark Broderson, Superintendent; Sandra L. Neiman, Director of Special Education; Robert Wiegel, Jr, Hulett School Principal; Kirby Baier, Moorcroft High School Principal; Brian Hartwig, Sundance Elementary Principal; and Jim O’Connor, Sundance Secondary Principal.
APPROVAL of
MINUTES Motion was made by Trustee Gray and seconded by Trustee Waddell to approve the minutes of the last regular meeting. Motion carried.
ADOPTION of
AGENDA Motion was made by Trustee Edwards and seconded by Trustee Williams to adopt the agenda. Motion carried.
VISITORS No visitors asked to address the board.
FINANCIAL Motion was made by Trustee Gray and seconded by Trustee Rathbun to approve the financial reports. Motion carried. Trustee Gray requested a more detailed account code page for his review.
BOCES Trustee Edwards gave a short summary of the March 25 meeting; she offered to email the complete minutes to any CCSD#1 board member who would like to read them.
SUPERINTENDENT
MHS AG BARN Mr. Broderson introduced Hugh Jenkins, Moorcroft High School ag teacher, who gave an update on the MHS ag barn construction project. Mr. Broderson informed board members that an overview of item costs and donations received was in tonight’s board meeting notebook. Mr. Jenkins and Randy Gill answered additional questions from board members.
Mark Broderson, Superintendent, informed board members:
o The 2021 legislative session ended earlier this month - education funding was not cut for next school year. However, a special legislative session is scheduled for July, and two actions in place will reduce funding.
o Health insurance premiums for 2021-2022 went up almost $700,000. Staff participation of 85% in the WSBAIT wellness blood draws saved CCSD#1 an additional $175,000 in premium increases.
o Moorcroft K8 implemented target interventions, and students have shown great growth; there are high hopes for WYTOPP test results!
o Sundance Secondary students are also taking the WYTOPP test.
o SHS prom went well. Moorcroft and Hulett proms are scheduled for April 30 and May 1.
o An Application for Grade Reconfiguration for Moorcroft K8 and Moorcroft HS has been submitted for the 2022-2023 school year. Approval will allow the schools to be reconfigured as grades K-6 and grades 7-12.
o Principals are working on student handbooks for next year.
o COVID-19 news is good. CCSD#1 continues to operate under a mask exemption. There have not been spikes in positive cases or any recent quarantines.
EXECUTIVE
SESSION Motion was made by Trustee Gray and seconded by Trustee Jagemann to go into executive session at 6:19 PM to discuss personnel. Motion carried. The session ended at 6:28 PM.
REGULAR
SESSION Chairman Marchant called the meeting back into regular session at 6:30 PM.
CONSENT
AGENDA Chairman Marchant asked if any board member would like any item removed from the Consent Agenda. Trustee Williams declared a conflict of interest, left the room, and abstained from discussion or vote.
Motion was made by Trustee Rathbun and seconded by Trustee Waddell to approve the Consent Agenda.
To approve the bill listing and to issue warrants in payment thereof.
To approve 2021 summer custodians:

Motion carried. Trustee Williams returned to the meeting.
HIRING Motion was made by Trustee Williams and seconded by Trustee Rathbun to approve hiring Lori Enright as Moorcroft K8 Principal for the 2021-2022 school year. Motion carried.
CLASSIFIED
HIRING Trustees Gray and Wolf declared a conflict of interest, left the room, and abstained from discussion or vote.
As recommended by the superintendent, building principals, and special education director, motion was made by Trustee Edwards and seconded by Trustee Waddell to approve classified hiring for 2021-2022:

Motion carried. Trustees Gray and Wolf returned to the meeting.
POLICY REVISIONS Motion was made by Trustee Williams and seconded by Trustee Gray to approve a revision to Policy GCBA - Professional Staff Salary Schedule. The line requiring official transcripts to be “either mailed or faxed directly from the college” was removed; it updates how transcripts can be sent for salary placement. Motion carried. A copy of the policy is attached and becomes a part of these minutes.
Motion was made by Trustee Edwards and seconded by Trustee Williams to approve a revision to Policy GDBA – Support Staff Salary Schedule. The first line of Placement on the Schedules has the addition “….. another within the district, with comparable duties, ….” It allows the superintendent discretion to place a classified employee at a higher step on the salary schedule for certifiable related work experience. This would prevent an employee from moving to a position and lower salary step while gaining additional job duties. Motion carried. A copy of the policy is attached and becomes a part of these minutes.
Motion was made by Trustee Rathbun and seconded by Trustee Wolf to approve a revision to Policy IIAC - Selection of Library Materials. The first line of Responsibility for Selection has the addition “… certified librarian in charge of the library or the building library para.” Motion carried. A copy of the policy is attached and becomes a part of these minutes.
Motion was made by Trustee Gray and seconded by Trustee Williams to approve a revision to Policy JEB – Entrance Age. The revision aligns CCSD#1 policy with state statute. Previously, a child must have reached the age of five on or before September 15 to enroll in kindergarten; the date has been changed to August 1. Upon parental request, a child who reaches the age of five between August 1 – September 15 can take a kindergarten readiness assessment to determine if the child is sufficiently mature and developmentally ready, both academically and socially, to be admitted to kindergarten. Mr. Broderson said readiness assessment tests have been order for the district. Motion carried. A copy of the policy is attached and becomes a part of these minutes.
RECOGNITION Crook County School board members want to recognize the following for their performance or accomplishments:
o Thank you, employees, for reaching the 85% participation rate in the WSBAIT wellness blood draws! This saved CCSD#1 just under $175,000 in health insurance premiums for next year!!
o Congratulations! The Special Olympics Jackalope Jump raised $8400, which is more than many of the larger WY districts! Thank you, Dr. Waddell and Principal Wiegel for participating in the jump and for their personal donations! Thank you, Kassie Clement, Special Olympics sponsor, Special Olympics athletes who participated and collected pledges, and all other participants and donors!!
o Congratulations, Alyssa Merchen, Moorcroft HS senior - State Top 24 Volleyball All Star!!
o Congratulations to Moorcroft and Sundance FCCLA and FFA individual students and team members!! They received many accolades at the state conventions!!
o Congratulations, Gerri Moore, SHS FCCLA sponsor, who will receive the Wyoming State Spirit of Advising Award at the national convention!
o Thank you, administrators and staff members who composed the hiring selection team, who interviewed 11 applicants for the Moorcroft K8 principal position. We appreciate your time commitment during the process!
DISCUSSION Chairman Marchant asked board members if they had ideas on how to lower health insurance premiums. It was suggested CCSD#1 look at other insurers to see if the district is getting the best value available. Trustee Rathbun spoke about the superintendent evaluation cycle and informed board members the next evaluation is due in May. He will send out a link so trustees can fill it out online.
ADJOURNMENT Motion was made by Trustee Waddell and seconded by Trustee Jagemann to adjourn the meeting at 6:47 PM. Motion carried.
