BOARD of TRUSTEES

CROOK COUNTY SCHOOL DISTRICT #1

CALL TO

ORDER The regular meeting of the Board of Trustees of Crook County School District #1 was held in Hulett, WY, Monday, February 15, 2021, at the hour of 6:00 PM at the Hulett School.

ROLL CALL The meeting opened with the following present: Chairman Brian Marchant; Trustees Marlene Edwards, Rick Gill, Thayne Gray, Dave Jagemann, Heith Waddell, and Shane Wolf. Trustees absent – Ken Rathbun and Chase Williams. Administrators present – Mark Broderson, Superintendent; Sandra L. Neiman, Director of Special Education; Robert Wiegel, Hulett School Principal; Teresa Brown, Moorcroft K8 Principal; and Brian Hartwig, Sundance Elementary Principal.

APPROVAL of

MINUTES Motion was made by Trustee Waddell and seconded by Trustee Edwards to approve the minutes of the last regular meeting. Motion carried.

ADOPTION of

AGENDA Chairman Marchant requested an addition to the agenda: Action Item C – Extend Early Retirement Incentive to February 22, 2021. Motion was made by Trustee Gray and seconded by Trustee Waddell to adopt the agenda with the addition of Action Item C. Motion carried.

VISITORS Representative Chip Neiman addressed the board and members of the audience regarding steps to reduce education spending. He asked for thoughts and possible options. Mr. Neiman is co-sponsor of House Bill 89 School Finance Amendment. He asked board members if they could meet with him before March 1 to discuss education funding.

FINANCIAL Motion was made by Trustee Gill and seconded by Trustee Edwards to approve the financial reports. Motion carried.

BOCES/BOCHES Trustee Edwards told board members she attended the January 28 BOCES meeting via Zoom, and if they wanted to read the minutes of that meeting, please contact her and she will email the minutes.

SUPERINTENDENT Mr. Broderson reported:

o There are no positive staff or student COVID-19 cases or individuals in quarantine at this time! Staff members will receive their second vaccination on February 26.

o The Special Olympics Jackalope Jump is scheduled for March 27 at Keyhole. Does any board member want to volunteer to jump if $800 is raised?

o The winter sports season is winding down.

o Chromebooks are in the hands of students.

o The school district is waiting to hear an update from the state regarding the cut fiber.

o The SHS lighting project is almost complete.

o Randy Gill is working on the project to provide security lights at the upper Moorcroft K8 parking lot.

o Four Aces has completed engineering drawings for the MHS barn. The next step is to pour concrete and complete infrastructure.

EXECUTIVE

SESSION Motion was made by Trustee Jagemann and seconded by Trustee Gray to go into executive session at 6:37 PM to discuss personnel issues. Motion carried.

REGULAR

SESSION Chairman Marchant called the meeting back into regular session at 6:51 PM.

CONSENT

AGENDA Chairman Marchant asked if any board member would like any item removed from the Consent Agenda.

Motion was made by Trustee Gill and seconded by Trustee Waddell to approve the Consent Agenda.

To approve the bill listing and to issue warrants in payment thereof.

To approve the immediate resignation of Lauren Kuenzel, Moorcroft K8 Lunch Aide.

To approve 2020-2021 hiring:

2. Sundance Bus Maintenance MPV Storage Shed (0601-007-0111)

ADMIN HIRING Motion was made by Trustee Gill and seconded by Trustee Wolf to approve hiring for the 2021-2022 school year:

Motion was made by Trustee Gray and seconded by Trustee Edwards to accept the early retirements/ resignations, effective at the end of the 2020-2021 school year, received from the following individuals:

EXTEND INCENTIVE

Motion was made by Trustee Waddell and seconded by Trustee Wolf to extend the early retirement/resignation incentive through February 22, 2021. Motion carried.

RECOGNITION None this month.

DISCUSSION Mr. Broderson asked board members to look at two pages in their notebooks, with information about district-owned teacherages and mobile homes, and to think about whether or not the district should retain ownership. Mr. Broderson also pointed out the copy of pending legislative bills. He will email Mr. Neiman what he feels is pertinent information regarding education funding. Trustee Gray asked for a future discussion about the validity of concurrent education. Mr. Broderson will email board members with possible dates to meet with Mr. Neiman.
