The Town Council met this day in regular session at 7:00 p.m. with Mayor Paul Brooks presiding.

Roll call was taken by Mayor Brooks with Council Members Joe Wilson, Jana McLean, Brad Marchant and Callie Hilty present.

Upcoming Meeting-NEWY meeting will be held at City Hall in Gillette, March 21ST 8 a.m.

City Engineer Karla Greaser reported on the Sundance West Water Storage Tank Project. Trihydro has received comments back from Wyoming Dept of Environmental Quality, Wyoming Water Development and the State Revolving Fund representatives. These will be reviewed and returned to WDEQ with any additional clarifications. When a permit to construct is received then the project will be put up for bid. Trihydro has some Geo Tech work to be done when the weather is suitable.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER WILSON SECONDED a motion to approve Change Order # 3 for Trihydro. This extends the completion date on the Sundance West Storage Tank Project to December 31, 2020. All ayes, MOTION CARRIED.

Mayor Brooks stated he has signed the paperwork for the C & D Permit. It has been returned to WDEQ and the permit should be issued in 45 days.

COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER MCLEAN SECONDED a motion to approve Change Order # 9 with Mac Construction on Old Stoney in the amount of $2451.00 All ayes, MOTION CARRIED.

Discussion was held on the Central Park project.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER MCLEAN SECONDED a motion to change the name of Central Park to Sundance Square. All ayes, MOTION CARRIED.

Fire Chief Gari Gill has provided documentation to City Attorney Mark Hughes for review regarding the nuisance on Sewell Street. Discussion was held. Mr. Hughes read to the council the guidelines in the Nuisance Ordinance. Mr. Hughes has received a phone call from the owner of the property asking what the status is. Council Member Wilson asked Fire Chief Gill if outside resources had been contacted to give input to the situation. Chief Gill stated he had received feedback and it is believed to be a local matter. Chief Gill expressed his concerns of public safety.

COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER MARCHANT SECONDED a motion to allow City Attorney Mark Hughes to write a letter to the owner of 1023 E. Sewell Street. This letter will give the owner a 60 day notice to abate the nuisance. All Ayes, including Mayor Brooks, MOTION CARRIED.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER WILSON SECONDED to accept the Pasture Bids for 2020-2021. All ayes, MOTION CARRIED.

COUNCIL MEMBER MARCHANT MOVED, COUNCIL MEMBER WILSON SECONDED a motion to approve the 1% Specific Purpose Tax (SPOT TAX) letter of recommendation and project list. All Ayes, MOTION CARRIED.

COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER MARCHANT SECONDED to approve the Land Use Planning Commission minutes. Approved are re-subdivision plats in the Schelldorf 2nd Addition and Industrial Subdivision. Also approved is a Crook County One Split Subdivision. COUNCIL MEMBER HILTY recused herself. All ayes, MOTION CARRIED.

Discussion was held regarding garbage charges for a multiple business/residential located at 315 E Main St. COUNCIL MEMBER WILSON MOVED, COUNCIL MEMBER MCLEAN SECONDED a motion to bill one of the business separate from the metered account. All Ayes, MOTION CARRIED.

Department Head Reports:

Police Chief Marty Noonan reported that the Sheriff Office is having a water rescue training in which his department will attend on March 19th. Chief Noonan is concerned about the public using the Sundance Pond for ice fishing. It has been warm and ice conditions are not suitable. Mayor Brooks advised Chief Noonan to contact the WY Game and Fish for a plan to address safety concerns.

Fire Chief Gari Gill invited the public to the Fire Department’s Fundraiser on Saturday March 14th. Chief Gill is applying for an AFG grant for the purchase of a rescue truck.

City Engineer Karla Greaser reported she will be taking a maternity leave of absence and Dan Mummert will take her place.

City Clerk Treasurer Kathy Lenz notified the Council she has received a question if the City would consider selling a lot located at 203 E Main St. Discussion was held. COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER MARCHANT SECONDED a motion to allow City Attorney Hughes to work with Ms Lenz on the process required to sell the property. All Ayes, MOTION CARRIED.

COUNCIL MEMBER MARCHANT MOVED, COUNCIL MEMBER HILTY SECONDED a motion to approve Joe Wilson as voting delegate for the 2020 WAM Summer Convention and Kathy Lenz as alternate. COUNCIL MEMBER WILSON recused himself. All Ayes, MOTION CARRIED.

COUNCIL MEMBER HILTY MOVED, COUNCIL MEMBER WILSON SECONDED a motion to allow Mayor Brooks to sign a water agreement with the City and WYDOT after Mr. Hughes reviews and approves the contract. All Ayes, MOTION CARRIED.
