Carolyn was born on July 23, 1944, in Spearfish, South Dakota to Hulett (Bill) and Evelyn (Emmy) (Howard) Wood. She was an only child, but considered her first cousins, Sharon and Charlotte her sisters, as they fought, like all siblings do with each other.     Rare Element Resources (RER) has the final confirmation needed from the U.S. Department of Energy (DOE) to begin operations at its demo plant in Upton. The only thing left before the production phase can begin is an operations approval from the U.S. Nuclear Regulatory Commission (NRC).
