    The National Weather Service (NWS) has confirmed that the storm which temporarily shut down Devils Tower in August contained a tornado. On Friday, NWS released information that the August 19 thunderstorm included a "rain-wrapped tornado" that developed about halfway between Hulett and Warren Peak in the Bear Lodge Mountains as the supercell thunderstorm tracked east.     DOUGLAS – Wyoming Game and Fish Commissioners have OK'd a new compensation program that may resolve a sometimes-fiery debate over whether the state should pay livestock producers more for forage eaten off their rangeland by over-populated elk herds.     The Wyoming Business Council (WBC) has approved a grant of just under $3 million that will be used to finish the top floor of Old Stoney and restore its original purpose as an auditorium.     Dear Editor, On the evening of August 19, a very severe wind and rain storm moved through our area with winds recorded at 90 mph. It was only a mile or two wide. It broke ten power poles just over the hill from me. It broke a large tree in front of a granary and did other major damage. I reported that our power was out. In less than an hour we could hear radios and people talking nearby and we had power in three hours.     A portion of Crook County has descended into extreme drought for the first time in more than two years. According to the U.S. Drought Monitor, the southwest corner of the county is part of a patch of extreme drought that covers half of Campbell and the majority of Weston counties. Just under 10% of Crook County is now listed as in extreme drought, with 61% in severe drought and just under 30%, to the southeast, in moderate drought.     A Powell man faces a charge of possession after his history of failing to appear in court led to his arrest during a traffic stop. At around 7:05 p.m. on June 22, a Crook County Sheriff’s Office deputy was stopped on Juniper Hills Road when a vehicle passed with a badly broken windshield.
