GILLETTE — The 14-year-old slowly comes closer and into focus while running down the middle of an empty northeastern Wyoming highway. It is a cold, sunny winter afternoon on the outskirts of the Black Hills near Devils Tower. The road is a flat, two-lane highway that spans the prairie and gentle rolls of landscape blanketed in Black Hills pines on the horizon.
